OUTCOME-BASED EDUCATION AND ACADEMIC QUALITY ASSURANCE

Abstract

Abstract: Outcome-Based Education (OBE) represents a learner-centred approach to education in which the effectiveness of an academic programme is evaluated primarily through the knowledge, skills, competencies, attitudes, and capabilities that students demonstrate at the end of the learning process. In contrast to conventional education systems that often emphasize curriculum coverage, teaching hours, and examination performance, OBE focuses on clearly defined and measurable learning outcomes. Academic Quality Assurance (AQA), meanwhile, provides systematic mechanisms for maintaining, evaluating, and continuously improving the quality of teaching, learning, assessment, curriculum, faculty performance, student support, and institutional governance. The integration of OBE and academic quality assurance can therefore create a coherent system in which educational objectives are translated into measurable learning outcomes, teaching and assessment activities are aligned with these outcomes, evidence of achievement is collected, and the results are used for continuous improvement. UNESCO emphasizes that quality assurance is essential for maintaining academic standards, ensuring the credibility of qualifications, and supporting continuous improvement in higher education. Recent research has also highlighted structured approaches for measuring Programme Learning Outcomes through performance indicators and assessment evidence as part of institutional quality assurance systems. This paper examines the conceptual relationship between OBE and academic quality assurance, identifies major implementation mechanisms, develops an integrated quality framework, and discusses challenges and strategies for effective implementation. The study concludes that successful integration of OBE with quality assurance can strengthen institutional accountability, improve student learning, enhance employability, support accreditation, and promote a culture of continuous academic improvement.
